European Way of Development


When in 1991 economic ties were broken and unstable independent Ukraine was undergoing a sharp downturn in economics, the necessity to search for new ways of development for enterprises of maritime industry has become obvious, especially for ports.


Yet, recommendations are not enough; the best way to learn is to see the way of foreign ports operating and to attend seminars of the leading foreign experts. That is why Pavlyuk started with going abroad to study with the leading experts and his deputies. Having learned the world’s experience of managing ports, N. Pavlyuk together with his confederates worked out a new for Ukrainian ports model of management: public-private form of partnership based on different kinds of agreements. Port gives storage areas, facilities, located there as well as handling equipment to the private enterprises. In their turn, private companies guarantee attracting of extra cargo flows, investments into already existing equipment maintenance and acquiring new equipment. Income obtained as a result of handling operations is divided between port and company depending on the share of investment of each part.  


New relations introduced in the Port of Odesa, called “the third” way in economics or “Pavlyuk model” struggled their way. Despite the fact that first Joint Activity Ventures appeared in 1993, N. Pavlyuk had to prove the efficiency of the chosen way on all levels, being constantly checked and controlled. The visits of countless commissions from the capital had only one goal that is to “dig up dirt” and “strangle”.


Due to persistence and endurance of N. Pavlyuk who was well trusted by foreign investors, Joint Activity Ventures succeeded in development and prosperity. With the course of time this model of the port of Odesa was implemented in other ports and enterprises of other industries.





Metalsukraine Corp Ltd began its activity on terminal No. 2  of the port on 1 August 1993. The founder of this Ukrainian enterprise with foreign investments was British company, headed by Mohammad Zakhur and Eugene Odegov. Jonit Activity Venture (JAV) got into operation berths No. 7 (length – 360 m, depth – 11.5 m) and No. 8 (length - 284 m, depth - 9.5 m), storage areas, covered storage No. 8. It specializes in handling and storage of metal products as well as grain. About 80 % of metal was Russian transit. The executive director of the JAV was Dmitriy Vinnichenko (later CEO).


By the end of 90s Russian transit was changed into domestic metal. Eventually the founder changed (now this is Cyprus Company “Kalfeld holdings Ltd”). Its status has also been changed into Company Ltd. Over the past 17 years Eugene Odegov has been the President of Metalsukraine.  For all these years the company has handled 29 million 227 thousand tons of cargoes, including metal, grain, equipment, containers. In spring 2010 the company has reached the record 30 mln t. 38.865 UAH was invested into the development of the terminal, due to this open-air storage areas were modernized, two portal cranes “Kondor” were acquired. Now it is one of the most stable companies in the port of Odesa that has a big park of handling equipment, good cargo base and professional staff.





Ukrainian-Austrian-German Company Novolog Ltd founded by the German Company «IQ Martrade Holding und Managementgesellschaft MBH» and the Austrian trading house дом «VA Intertrading AG» has been operating on the territory of terminal No. 3 since 1 August 1993. The first General Manager of the company was Günther de Haan, then Peter Vitt. Since 1995 till present time – Ryner Shtaltner. The first CEO was Alexander Lapov. In 1999 he was changed by Mr. Omelchenko.


The company operates berths No. 9 – 13and covered warehouse No. 10. Covered storage area is 6550 m2, open storage area is 64 000 m2 which allow store 250 000 t of cargo simultaneously. Novolog Ltd specializes in handling and storage metal products, bulk cargo and pulp. Like Metalsukraine, Novolog Ltd started with handling mainly Russian, Belorussian and Kazakh transit, later it started transshipping domestic metal.


In 2008 with the drop of metal products volume it was decided to reconstruct warehouse No. 10. As a result an open storage area of 12 thousand m2  was created. It allows storing about 95.000 t of bulk cargo. Nowadays, Novolog Lts handles all types of freight, except bulk cargo. After the acquiring of the portal crane “Kondor” in 2009 on the berth No, 12 the company started handling grain “ by the direct variant”.


For over 16 years of existence the staff of the stevedoring company has handled 31.606 t cargos. The highest peak of handling was reached in 2005 – 2.354 mln t of cargoes. Technical capacity of the terminal allows handling 1.5 – 3 mln t nnually. For these years over 15 mln UASD were invested inro the development of the capacity and technical equipment.



Private Joint Stock Company with Foreign Investments “SINTEZ OIL”


Among the first joint ventures, created at the port, was “Sintez Oil”, the operator of oil harbor.


Port concluded the agreement with the founder of the company – Rissian “Sintez-Corporation” (the President is A. Zhukov, Commercial Director is P. Lisitsyn) in 1995 and gave berths No. 2- 4 (length – 270 m, depth – 120 m and 9.5 m accordingly) into their operation. From 1997 till 2010 Irina Fedorova was the General Manager of the joint venture. In June 2010 Eugene Yarovoy was appointed General Manager of “Sintez Oil”.


In August 1998 the company reconstructed and put into operation ballast water treatment station. This was the final stage of oil harbor reconstruction that allowed converting it into the environmentally clean and safe that meets international standards. Berth No. 5 (length – 240 m, depth – 11.5 m) and together with the port – berth No. 7. were reconstructed In 2001 – 2006. About 20 mln USD were invested in the projects.   


In 2005 Financial-Industrial Group “Privat” became the founder of “Sintez Oil”. Rfzagh oil, import oil from Azerbaijan, transit oil from Venezuela, Russian mazut and liquefied gas are the main handled cargo here. About 30 % of all cargo turnover is handled by “Sintez Oil”. Tank capacity is 545 000 t. The peak of handling was in 2003 – 20.8 mln t.  





In July 2001the container terminal on the Quarantine Mole started being operated by a new company – “HPC-Ukraina” (wholly owned subsidiary of HPC Hamburg Port Consulting, General Manager – Gunter Klatt, later – Klaus Shmeker). It started operating berth No. 2 (length – 310 m, depth – 12.3 m). Termianl capacity is 13500 TEU. 


For 7 years of operating, the company increased the capacity from 70 000 TEU to 536 000 TEU. The present capacity of the terminal allows handling 750 000 TEU annually. The world’s crisis had a bad impact on the terminal and in 2009 handling volume decreased. Though, for the past years the terminal has recovered. Together with the mother-company «HHLL» «HPC-Hamburg» invested 389 mln UAH into the development of the terminal and its facilities. Three container cranes "Liebherr", 11 rear cranes RTG were acquired, automated entrance was established, storage area for empty containers in the rear of berth No. 4 was equipped, empty container depot with the capacity of 2.5 thousand TEU was equipped in Dry Port. During all these years the CEO of the company was Dirk Battermann.


However, the real development of the terminal will start after the completion of the construction of a new terminal on the Quarantine Mole. The project is invested by the port of Odesa and “HPC-Ukraina”. The term of construction is three years. The dimensions of future terminal are the following: two berths with 650 m quay with 15.0 m draft and 19. 3 ha storage area.





In March 1995 joint venture “Olimpex Coupe International” was founded by the Olimpex Coupe International Company (General Manager – Valeriy Rozengolts, since 2000 – Viktor Naumenko). CEO of joint venture was Viktor Yukhanov. The company got into operation berths No. 3 (length - 253 m, depth - 11.5 m), rear areas of berth No. 4 where the terminal for the storage and treatment of transit mineral fertilizers with the capacity of 25 000 t was constructed. This cargo flow was initially dominant for the company. A few years later the company started specializing in handling scrap metal, bulk cargo, and metal. Cargo turnover is 1.5 – 2.5 mln t per year. The peak of the operating was in 2008 – 2.7 mln t.


In 2006 when suggested to handle grain there was a large-scale reconstruction of storage capacities. In 2009 “Olimpex Coupe International” together with the American investor company CHS Inc started implementation of a big project – construction of a grain terminal. The throughput capacity of the elevator is 3 mln t of grain per year. The technological scheme allows take cargo from trains, trucks and sea/river transport, handle import as well as export. The investments put were about 40 mln USD.


In 2008 berth No. 3 was greatly reconstructed, portal cranes were replaced by two container excavators, acquired by the port of Odesa. On berths No. 3-4 bulk cargo is handled.



Ukrainian National Stevedore Company Ltd


Ukrainian National Stevedore Company Ltd has been operating on the base of terminal No. 6 since January 1, 2002. Main cargoes handled are rolled metal, pulp and paper products, commodities, cargoes in bags, stacks and big-bags, container stuffing/unstaffing. The total area is 33 726 m2. Maximum dimensions of vessels moored: length -  250 m, draft – 10 m.


The company mainly carries out its activity on the berth No. 14 with the help of portal cranes and equipment specialized in general cargo handling with weight of one item up to 10 t. The part of cargoes is handled on other berths as well. The peak of the company’s work was in 2008 – 791. 02 thousand t. Ukrainian National Stevedore Company Ltd has invested over 8 mln UAH in the development of the operational capacity aiming to increase the number and volume of items handled by the company. The General Director of the company is Anatoliy Mogylny.





The company was created as a daughter company of the Bulgarian company “Prista Oil” in 2001, the parent company is “Prista Oil Holding” PLC, Bulgaria.


In 2004 on the territory of Special Economic Zone “Porto-Franco” a new modern terminal for storage, overloading and additional handling of base oils started to work on the territory of the port. 


The company operates berths No. 5 – 6 (length – 133 m, depth – 8 m). the volume of a tank is 8.5 thousand t, throughput capacity is 100 thousand t per year, railway overpass allows taking 6 carriages simultaneously. Dimensions of vessels moored: length – 111 m, draft – 8 m.


The terminal was constructed by the company’s own project. It specializes in handling different types of base oils from Sn-150 to BS-150.  Existing equipment of the terminal allows working with export as well as with import. All technological operations are carried out with the help of pumps and pipelines as this cargo belongs to bulk freight.


The peak of handling was in 2008 – 92 thousand t. for all years of operating more than 400 thousand t were handled. The Director is Alexander Lototsky.





In October 2004 Novotech-Terminal Ltd, the youngest stevedoring company in the port of Odesa, started operating berths No. 22, 25-26. The total length of berth is about 600 m, depth at berths is 9.5 – 11.5 m. The General Director is Oleg Stashkevich. The main cargoes handled are metal rolling, bulk cargo and citrus. 


From the very beginning the management of the company changed the strategy of the terminal. The territory was completely reconstructed; open storage area was expanded; that allowed increasing the volume of cargoes stored simultaneously.


The administration managed to attract such cargoes as citrus and bananas, revive food complex on berth No. 22. New equipment including heavy-duty trucks and tractors were acquired. Terminal’s capacity allows handling up to 2 mln t of cargoes annually. For five years of operating the stuff of the company has handled 7 mln 341 thousand t. 26 mln UAH was invested into the deployment of the enterprise. The peak of handling was in 2006 – 1 mln 854 thousand.


In 2010 the company started working with a new type of cargo – grain handling it in a new for the port way – “car-bunker-hold”. Two bunkers with the capacity of 200 t were constructed. The stuff of the company comprises 500 employees.
